In 1917, Prime Minister Robert Borden proposed the formation of a coalition government to Liberal Opposition leader Wilfrid Laurier as a way to introduce conscription. Laurier refused, many Liberals defected, and the Unionists won the December 1917 election at the cost of alienating Québec.
